Introduction

Telematics in international transport requires reliable communication with GPS devices in trucks. This is especially true given that the volume of goods transported on the roads is growing year over year and toll road rules (e-Toll systems) are becoming stricter.

As transport volumes increase, so do the requirements for e-Toll system use and transport control. It is important to not only receive accurate data from the tracker but also transmit the data to e-Toll systems in a timely manner.

In 2023, Poland updated its rules for freight transport and toll road usage. By early 2026, Romania plans to introduce a similar system to control freight on its roads.

Example

Poland’s SENT system (System Elektronicznego Nadzoru Transportu) requires data transmission at least once every five minutes. In practice, however, data is transmitted once a minute or more frequently. If no data is received by SENT for 30 minutes, a fine may be issued during an inspection.

These amounts are provided for by the Act of March 9, 2017, on the electronic system for supervising the transport of goods (Ustawa SENT), updated as of 2024–2025. As we can see, the penalties are significant and affect all participants in the freight transport process. Experience shows that fines are almost always issued when entering Poland from third countries if no data is transferred before crossing the border. A fine is issued and then must be contested.
