Transportation across Poland and transit through the country are important routes for Ukrainian and European logistics companies. One of the key tools of government control in this area is the SENT system (System Elektronicznego Nadzoru Transportu). It is designed to monitor the movement of certain categories of goods to prevent illegal transport and reduce the shadow economy.
What is the SENT system?
The SENT system is an electronic registry that records data about the transportation of “sensitive” goods. This includes items that are often involved in violations of tax or customs regulations.
Such goods include:
- fuel (diesel, gasoline, gas);
- alcohol and tobacco products;
- chemical substances;
- certain types of food products (for example, oil, sugar, coffee, meat);

Who must register shipments in SENT?
The following parties are required to submit data to the system:
- the sender (shipper in Poland or abroad);
- the recipient (if the shipment is headed to Poland);
- the carrier (the transport company).
This means that responsibility is shared among all participants in the process.
How does the registration process work?
To transport goods controlled under the SENT system, it is not enough to simply prepare the documents for the cargo and vehicle. Each party — the sender, recipient, and carrier — must complete their part of the electronic registration process. This procedure allows the Polish authorities to monitor the movement of goods in real time and ensures full transparency of transportation.
- Creating a notification — the sender or recipient enters data about the cargo, route, and vehicle.
- Carrier confirmation — the transport company confirms the data and provides details about the driver, vehicle, and trailer number.
- Movement monitoring — the vehicle must transmit its geolocation. For this purpose, carriers use M2M SIM cards installed in GPS trackers.
- Completing the transport — after delivery, the recipient closes the record in the system.
Penalties for violations
Polish authorities strictly monitor compliance with SENT regulations. Fines may reach:
- up to 46,000 PLN for missing registration;
- up to 20,000 PLN for incorrect or false data;
- up to 10,000 PLN for lack of GPS tracking.
